Dubai has the highest percentage of foreign born (but not a lot of them stay, no citizenship) Declining natural increase (fertility rate), high net immigrant. These cities have the flexibility to adjust economic activity under globalization. Increasing diversity - a goal and to achieve global cosmopolitan culture.
