Collapse of ussr coincided with an impressive expansion of democracy (electoral) in e. europe and africa. However, we are witnessing the rise of multiparty elections without democracy, known as, electoral authoritarianism regimes. These are regimes which conduct regular multiparty elections but violate basic democratic standards in various ways. The emergence of liberal democracy takes two stages (1) (2) Major means of manipulation are (1) Battle to establish representative institutions in form. Render them effective in practice. May be manipulated by disempowerment limiting the roles of what can be done. Control of key agents make manipulation easier. Fragmentation can be used to impede lawmakers behaviours (2) (3) ii. iii. Elections i. ii. iii. i. ii. iii. iv. Disempowerment- can place formal constraints on the power of the courts, can enforce inconvenient rulings.
