Imprisoned convicts: street gangs, soccer hooligans, organized criminals. Why did thugs fight: soldiers refused, mutinied. Deserted: high rates of draft dodging in serbia. Was nationalism popular: polls = majority tolerant, large demonstrations were orchestrated, election rules were made by nationalist parties. April 1994: plane shot down = massacres in kigali. April-july: 500,000 people killed in less than 100 days. Like bosnia, small groups = violence: hutus extremists, presidential guard, soldiers.
