If government violates the rights the public has the right to rebel: a response to a political crisis in england. Locke responds to a political crisis of the time. In 1642 a quarrel between parliament and the monarchy broke out. It"s the reason hobbes want to write the leviathan. The parliament burned the leviathan but here is locke"s solution. It"s the interest of individuals come together to find peace.
