Federal governments have more money than the state governments. States cant regulate their trade because it is a collective action problem- states would ry to undercut each other. Always been used to change the way the federal and state government interact with each other. Commerce clause: invoked in a way thats very vague and paves the way for more cooperative federalism in a way that the us has never seen before- solves collective action problems.
