When should the senate challenge the hoc: there is no consensus on how to fix the failed senate, most canadians have low opinions of the senate, people question when and whether the senate should block the hoc. Back then, merit was based on property wealth/economic wealth. But what about ideological diversity: if you look at senator backgrounds, they"re all basically the same person. They are constitutionally anonymous; give all professional advice to ministers and done behind closed doors. They don"t take credit for things that happen in government, ministers do. They are loyal to the government at hand, not a specific party. They cannot be taken away from their position because since their non-partisan they will give the best advice for the citizens: its ministers who decide what the government will do (publicly), they"re partisan, etc. Policy vs administration: policy is political and a matter of opinion.
