The key feature in canadian democracy is accountability, the executive must be held accountable to the legislature. Qpc is part of the constitution, but they have no real power. The real power in canada is the prime minister and their ministers, and in the provincial level the same thing. You must win the confidence of the house of commons, 50% +1, to stay in power. Everyone knew how the system of government worked, so they didn"t bother tinkering or writing it down. They just wanted to keep the same type of government that has already been in place. There is a very small exception where the gg does not do what the pm advises them to do. In strict constitutional terms, we don"t elect the government, we elect the house of commons and they decide who takes power of the government.
