Compare a country to itself the next year. Compare the groups you did something to (experimental) to the groups you didn"t do anything to (control) You cannot observe if it does and doesn"t happen for the same person at the same point in time. Divide your subjects into two or more groups. The randomly assigned groups are equal across all variables. Everyone has an equal chance of being in each group. The only difference between the groups is the treatment you will give them. Experimental method: randomly assign treatment, measure outcome, compare control group to treatment group. But highly persuasive because it uses real people and not set up or artificial.
