POL111H5 Lecture Notes - Lecture 8: Bicameralism, Senate Of Canada, Ochlocracy
Document Summary
Let"s summarize the lessons from our review of parliamentary democracy in action so far: In the parliamentary system, there is a split between the head of state function and the head of government function. The head of state is usually a ceremonial role. The head of state is above or detached from partisan policies. The head of state does not run the government. The role of the head of state is determined by the unwritten conventions of the parliamentary system. You get to be the pm if you win enough seats (mps hold seats) to win the confidence of the house of commons. You don"t have to win 50% or more of the seats to form the government. You don"t even have to have more seats than any other party. You can even become pm without having to actually fight and win an election first.
