Understand what each theorist is saying, and how it compares to what the others are saying (where they overlap and where they differ in ideologies) Compare and contrast this theorist and that theorist on said topic. Lecture outline: locke, second treatise, chapters 6 19: defining and establishing rightful political power. It is now a little easier to see why establishing a government is necessary for locke. Government is established them to protect the life, liberty, and property of the state. We have these rights, and we need government to protect these rights.
