People with wealth like a business owner is more likely to run in the political office and be a councillor. Municipal affairs became an extension to their business affairs and decisions about municipalities were taken among these local notables in private. Today we don"t see this direct embodiment of social and local elites as councillors anymore and they don"t really run for political office but this doesn"t mean they don"t have an influence; they"re just more indirect. Political parties emerged around mid 1800s with the granting the right to vote to most adult male population. Europe, we see working class voters were mobilized by parties on the left (marxist or social democratic parties). North america we see a different mobilizing pattern parties mobilized votes through urban political machines (lots of immigrants going to big cities and they can vote.
