Teachers are in charge of the entire class, not just one student. Principal is in charge of the entire school. The board is concerned with getting help for that one student. If they see that it is neglect they will. If neither of these two options are seen as conclusive, parents will go against the school board: child(cid:859)s rights are al(cid:449)a(cid:455)s prote(cid:272)ted-this is what the legal framework does. When help is available but parent is declining it, it can be seen as neglect/abuse. When child needs something, school is able to provide it, parents recognize they need it, however they are unable to get the school to provide it for them.
