The fact is that the differences in neighborhoods and homes make all the difference when it comes to education. You just can"t correct inequality neighborhoods and homes matter. The gap between wealthy and poor has expanded more than 40% since this report. It is 50% larger than the black-white achievement gap. The gap between rich and poor in education is 4 years! 50 years ago race was the predictor of outcome. Private schools are now divided into new sector and independent schools. The independent schools are the older elite schools. Newer schools are called new sector schools they may not be formal institutions. Religiously based schools must be privately funded (not included is the catholic school system)
