Culture of risk aversion: e(cid:454)a(cid:373)ple of a(cid:272)hel(cid:859)s (cid:272)ase, passing of the risk buck, context of the criminal justice system, not being caught when committing a crime, good organizations are good risk managers. Showing that you are taking the appropriate steps. It is done internally and externally: risk is increasing the way we talk to each other, blame and accountability, before the probation officers would interview the prisoners. Seems where they prison emerges in a more managerial way.
