This drew attention to the shortcomings from prison for women. This mandate was all-inclusive and was meant to examine the management of the prison from intake to release. Accommodation: the environment was noisy, inadequately ventilated, without suf cient space, and lack of program delivery, and some women were placed in higher security than necessary. Geographical dislocation: of the 130 offenders, only 60 were from ontario. Limited programs: an increasing number of federal offenders were in provincial institutions (limiting their programs); but this did bene t them for location. Construction of regional facilities and aboriginal healing lodge. Following this creating choices task force, changes were made. The task force recommendations were based on ve principles: The aboriginal healing lodge opened in 1995 (okimaw ohci healing lodge in saskatchewan), speci c and unique programming was developed for women inmates, and there were plans set in motion to close the prison. This riot that happened in the women"s prison for 4 days.
