Criique: dependence on external sources: community organizing: top-down. Community intervenion as the building of conlict-iniiaing democraic-acion organizaions to redistribuive power and resources. Key challenge: contracing durable organizaions that can iniiate a pursue conlict (avoid problems) Community development: top-down communiies as paricipatory self-governing areas.
