Population of metropolitan area is continuing to grow. 1941 population of metropolitan is 910,000 (where population is growing. Planning does begin to appear in 1920s, in the form of major report the planning committee set up. Still focused on central city but it also shows 4 important features: focuses on pratical matters, more comprehensive than 1909 plan showed two weeks ago in lecture.
