Police, transit, conservation, education, etc. civil society groups- community groups, non-profit organizations, residential groups, etc. Within this, we have regional links, ex. Regional transportation that aren"t connected to government --> we"ll look at this and their challenges throughout the course. Municipal government looks at specific entities such as legal entities that deal with local issues under geographic bound areas governed by elected councils, granted taxing power.
