Some cities are granted with more power than others. According to one of the strongest authorities we have mixed results about intergovernmental relations. We have a lot of municipal governments and a lot of variations (purpose of chart) We have many more municipal governments in rural or town ships (aka much smaller units of geographical areas) Thousands of other institutions that operate as part of a local government in canada. For a nation of only 33 million roughly, we have a lot of institutions (increased complexity here as well)
