Had a small staff of roman councilors. Became a problem as roman governors took advantage of the locals. Took bribes and favored those people over others. Tons of money, goods, and slaves to rome. Local romans in the city no longer had to pay taxes. Grain was easier to get from other areas through trade. City had an abundance of food from italian provinces and trade. Following the punic wars, rome was facing a class and demographic problem. Soldiers who served in the army were typically small-time farmers. Their farmed were acquired by wealthy landowners and so the veterans returned to nothing. 50,000 carthaginians sold into slavery were captured.
