The emperors" wanted to be recognized by the pope since the time of the carolingian. The position of the pope was the intercessor between humankind and the monalistic. God: god was not himself but he was the interpreter of the word of god. The papal government was a universal monarchy: the pope was the most important person in all of europe. To govern this body and direct its activity, 2 things were needed: a code of law, adequate financing. By the late 13th to 14th century, there was a large migration* Pope innocent iii (1161-1216: practically bought political power and encouraged the increase of taxes, one of his most critical decisions was organizing the fourth crusade. He originally intended to attack jerusalem through egypt, but a series of unforeseen circumstances led the crusaders to constantinople, where they ultimately sacked the city in 1204.
