Economic growth is declining: economic: economic growth or decline, interest rates, inflation rates, exchange rates, when economy is high, people will have more cash available, therefore, more money spent on healthcare. P- political: federal legislation drives the rules, but provinces manages spending and funding. The federation are similar to the referee"s and provinces are the players. Similarly, the feds set the goal post and the province has to make it happen. Issues of how laws and regulations interact with health in this example: canada health act: has 5 principles, every province must have these components, public administration: programs must be publicly accountable for the funds they spend. Should be able to go on ministry of health and long term care and find out how they spend their money should be able to find out where the dollars are going to. All plans must be managed in a non for profit approach.
