Lecture 11 ­ What is a health policy maker? ­ What criteria is there in order to make a policy? ­ Canada’s had lower rates of poverty with significantly before 1976 ­ Highest people at risk of poverty are – unattached women (i.e. women who live  without a spouse) ; there has been a decline of poverty for them ­ Dependency ratio (know the formula on slides) ­ We make certain societal assumptions i.e people who are aged 16­24 don’t have jobs  (stable career jobs)  ­ There are more people drawing from taxes and less people contributing to it (more  baby boomers taking money from taxes) ­ Majority of population used to be between 0­19 but that is now shifting; there are  more seniors now , and that will continue to grow. People are having fewer babies. ­  The 4 social structural contexts for retirement   1) Form and timing 2) Labor market and older workers 3) The quality of pensions 4) Experience of being retired • read article                what is bridge employment? ­ the average age of retirement has increased in Canada; thus some of them retire  receive their benefits but work other jobs as well asset income : Independent investme
