Not only patients, but physician has to balance what"s of value. Burden: taxation for hc, employer"s obligation to provide hc. Fair distribution of society"s benefits & burdens. Government protects pursuit of interest w/o coercion, fraud. Government has no obligation to adjust distribution. No right to equal distribution of benefits. The distribution of hc in a free market. Would be morally wrong for gov"t to redistribute hc.
