Public good: provides benefits to everyone, provided without profits by government or private members of society. Free rider: those who receive benefits from public good without paying for them. The authority of a state to govern itself. The state is the highest authority for a given territory. No authority is greater than the state therefore there is no power that can tell a state what to do therefore climate change decisions are complex to make. It is the organizing principle for the international state by setting parameters for politics at a global level. Transnational or multinational issues makes it harder for a state to control what is happening inside their state which can lead to conflict and cooperation. No single actor can solve climate change and no single global government can pay for the costs of global emission control. They are the key instruments of international cooperation.
