Climate change has been so difficult: it is a hard problem. The scope of the problem is very large. It is impossible to rapidly transform how the global economy works. It is a multidimensional problem- economical, over development, under development, technology, agriculture. All these issues cross over making it difficult to form international treaties. International treaties only work for specific coordination problems. There is terrible cost/benefit pay off making it difficult to distribute cost. This is due to the fact that the cos we put in today will only benefit the future generations. The treaty and regime solution do not fit into problem of climate change: conflicting interests. Epitomised by the eu vs. usa problem. Where the eu wishes to take immediate and forceful action and. Usa wishes to take very slow to no action at all. The us wishes that the global south/developing countries also reduce. Opec interests are to maintain their mitigation levels/ increase them.
