Demonstrate all the aspects of responsible government. Theory of responsible government and practice of responsible government. Break up the bureaucracy into departments (line departments) They are lines that connect the top of the government with the bottom. Each cabinet minister is responsible for one of the lines. Beneath the cabinet minister is the deputy minister: a senior civil servant appointed by the mp, they are based on merit (expertise), who in theory is answerable to the cabinet minister. Assistant deputy minister: answers to the deputy minister. Civil servants who work to enforce laws: ex. Goes from the top of the system to the bottom of the system. Information asymmetries - the advisers know more than the individuals who hold the power. You are supposedly in charge, but the people that are you in charge of know a lot more and give them advise: the cabinet minister is there because of who they are.
