Document Summary

How states like china, u. s. , etc. address domestic issues in sudan. Coplin reading*: international law and human security. Article addressed how int"l law changes over time. What has int"l law been about? (historically pre-wwii also cold war) and interests. Int"l law post-cw, not huge changes but subtle changes in how we think of int"l law. Issue: war between states and states invading others. Belief that if can prevent wars between states, can protect every state"s security. Big problem: inter-state war during cold war, threat to int"l security. What it means to be a legitimate sovereign state from before, is now re-shaped or what it. Intra-state war/conflicts (civil war, genocide, ethnic cleansing) means to be sovereign changes. How does it fit into new thinking of int"l law: intervene in other states affairs, be able to put them responsible or punish, etc, can prosecute political leaders for war crimes. Critics say arresting these leaders won"t solve the root of issues in country.
