NEOLIBERALISM AND THE NEW POLITICS OF PROTEST
I. THE NEOLIBERAL COUNTER-REVOLUTION
Neoliberalism challenges:
1) The over-extension of the public sector in favour of privatization
2) The over-emphasis on investment on physical capital (such as
infrastructure in favour of trade and exports
3) The use of protectionism in favour of free market principles
1998: Public Opinion polls found 43% of Latin Americans did not think privatization
benefited their country
2001: 63% privatization not beneficial
2001: 1 in 2 believed democracy was the best form of government
Questions: How does neoliberalism undermine democracy?
oLoan conditionality undermines domestic policy autonomy
oUndermine democratic legitimacy
oUndermine political stability  inequality increases
oStrengthens authoritarian tendencies in government
Insulated, technocratic policy making
II. THE ASSAULT ON ORGANIZED LABOUR
Six Pillars of Exclusion
1) Lack of access to labour markets
2) Inadequate number of jobs
3) Lack of access to good quality or decent jobs
4) Reduced access to social services
5) Lack of access to the means of production (land, capital, technology)
6) Incapability of households to meet their basic needs
The six pillars work together to prevent citizens of Latin American from benefitting
from neoliberalism
Argentina’s unemployment rate:
oBeginning of 1990s : 6 – 8%
oEnd of 19990s : 18%
oBy 2001: 20%
Options of Organized Labour in the Neoliberal Era
1) Resort to defensive and reactionary behaviour – strikes, stoppages,
company-level deals
2) Develop a social pact (e.g. job security, pension guarantees in exchange
for labour support for government’s neoliberal policies)
