International conferences regarding gad (around 1975) had western feminists and middle and upper class feminists from the gs represented: differences between western feminists is that they focused more on strategic needs, i. e. women"s issues like equality between men and women and ending discrimination, gs women"s main focus was development through achieving their practical needs, western feminists have changed a lot since the 70s, 80s + 90s though, they have more of an understanding of gs women"s perspectives. Main idea brought up was that gender perspectives/gender lens must be used during planning of development policies: empowerment of women is also an important thing to look at, empowering women can improve equality and provide women with a voice, empowerment for women defined as the acquisition of capabilities that have the potential to assist women in the achievement of autonomy (legal and material), equality (social, personal), and voice (over decisions that affect their lives) .
