More north american and europe students are pursuing higher education higher ranked institutions are more difficult to get into than lower ranked institutions. The more prestige university attract better students. The better students end up getting qualification that are highly regarded the newer institutions have now been allowed to grant their own degrees. Oxford become the traditional english university that children are sent to. Any american graduate student, they have no difficulty talking about their ranking system. Some countries the us, uk, france have unambiguously hierarchical systems of higher education. Not so much, in canada, the critical distinction is between university and community college. Working class people"s children favourably look towards community colleges. There"s a distinction that university has more status than community college. Many unis & programs within unis have boosted entry requirements & increased their tuition fees.
