These officers were not indicted as the jury deemed there was sufficient evidence. Garner was an unarmed black man who was choked to death by an officer. 100 black people were killed in the us in 2015. Internal mechanism: policies of the department, improved training (bias, use of force, etc), increased supervision of street level officers, change in leadership or style of leadership, internal affairs where officer investigate other officers. External mechanisms: civilian review boards, legislative controls, control by the criminal courts. People who have no vested interest in the police or associated with them.
