What is governance: ability to tax and generate other revenue, ability to regulate (land, commerce, etc. , ability to solve social problems (housing, health, etc. ) Canadian municipal system constitutional status: roots in british law and practice, enshrined in law through constitution act 1867, two orders of government, federal, provincial, municipalities provided for under classes of subject". Roles of government municipal: considerable variation in terms of what municipalities provide, ontario municipalities provide many social services, quebec social services are provided provincially. In general, all carry out the following: fire protection, local street/road construction, property taxation, local land-use regulation. Issues provincial policy statements under the planning act: promotes provincial interests, such as protecting farmland, natural resources and the environment, give advice to municipalities and the public on land use planning, administers local planning controls. Municipality: makes local planning decisions, prepares planning documents, e. g. , official plan.
