France had disrupted equilibrium, and made peace impossible, so people wanted to restore the balance of power. They did it by trying to repress democratic and national movements. What is the nation isn t defined in terms of population but in terms of being the same people. Belonging and sense o investment was based on loyalty on a legitimate ruling dynasty.
