France was reluctant to provoke an argument with mussolini. As italy began mobilizing troops, britain and france offered land from its neighbouring colonies. When the invasion had begun, the league immediately condemned italy for opposing constructs. They wanted to impose economic sanctions but took over a month and were very limited regardless. Many league members even continued to trade with italy, such as the us. League ineffective over abyssinia: convinced mussolini to leave britain/france and join. Cooperation in helping nationalists in spanish civil war > rome-berlin axis. Both countries had plans for expansion which was put into effect after 1936. League is undermined as public statements of britain and france are not the same as what they"re doing. During 1939: many believed war to be inevitable though a general war could have been maybe avoided.
