Simultaneously, however, there is also a crackdown on civil liberties. When war breaks out in 1914, woodrow wilson was the president, having won against roosevelt. Wilson had absolutely no experience in foreign affairs. His experience, in fact, was largely academic: he, himself, thought it would have been ironic if he were to have to deal with foreign affairs.
