Do not have capital to invest throughout africa and asia --> need to be selective where we invest. Gain technological and scientific knowledge and then go spread ideology. Object all pro-communist regimes in the third world. Don"t want to look like outright supporters of colonialism. Awkward and hard to support britain and france.
