Course Review - Constant revolution of international relations for 300 years o Statecraft & role of diplomacy o To dominate the international system, or sheer survival (to prevent the rise of hegemony) o After the thirty years war, Nobody can afford another 30 years war.  Need to create system that would allow every member of states to survive.  Including the secondary states.  Treaty of Versailles, Congress of Vienna, Westphalia, etc. o Every single time such threat of hegemony comes, other states would work together to prevent that arbitrary state.  Louis XIV and Napoleon wanted to be the arbiter of Europe. o Congress of Vienna create efficient state system o German Unification stabilized the balance of power  But later Germany threatens the peace in Europe
