Indirectly paid by workers: rates vary by industries and firms within an industry (experience rating, unfunded liabilities (e. g. , ontario . 135 bill) Increased after fines were imposed - compliance went up. If the answer is "no", or there is uncertainty, claim is passed to an entitlement adjudicator who collects necessary information. If workers do not respond to info requests, claim is considered to be "abandoned: worker gets the benefit of the doubt, adjudicator monitors claim, determines benefits and duration, etc.
