Lecture 05 17th october 2016: presidents and parliaments. Two forms of democracies different ways of organising power but neither is more potential. Most british colonies have a parliamentary system. House of commons (338 members in canada) The crown (in uk: queen; in canada: governor-general of the queen) calls for a government to be formed. Won more than 170 seats (in canada) / majority. Can never claim support of majority of population or mandate. Can still govern as long as there isn"t a no confidence vote. Opposition usually calls the vote if they believe they can win the re-election (strategic vote / rise to power) Largest party (still a minority government) can join forces with another party to form a majority in order to gather strength.
