Liberalism: grows out of struggle between parliament, lead to the evolution, end of monarchy. Public authority; the glorious revolution of 1688, the right to govern by god died. The authority to rule was a public trust, and could be taken if misused. The triumph of legal authority over traditional authority. The second treatise of government (1690: why would people want to have government, also repeated in the declaration of the rights of man and the citizen (1789) add this. This shown in the american declaration of independence. Limited government, the state service particular part, limits to what they can do, limits to exercise of authority. Equality of right, equal, everyone must face same laws, same way. Consent of the governed, you only rule when you have consent of the people you are governing: personal freedom. Political liberty consists in the power of doing whatever does not injure another.
