This shown in the american declaration of independence. Limited government, the state service particular part, limits to what they can do, limits to exercise of authority. Equality of right, equal, everyone must face same laws, same way. Consent of the governed, you only rule when you have consent of the people you are governing: personal freedom. Political liberty consists in the power of doing whatever does not injure another.
