Purpose: protection against nationalization or expropriation (govt. 1938: mexican govt seized oil fields and nationalized those, those companies all lost all their assets and investments. Corporations argue this would have chilling effect on their willingness to invest in mexico. In order to protect corp so they would invest, there will be this rule to prevent mexico from nationalizing their assets. But chapter 11 has never been used in expropriation as there have been no cases of expropriation.
