Un and western powers did not support an aggressive attempt to intervene: bosnia (end of cold war, took 3 years to intervene, legality vs legitimacy. If the un doesn"t allow intervention it is considered illegal: to return legality and legitimacy back together. R2p at the ga. 2005: norm entrenchment: responsibility to protect their populations, when a sovereign state fails to do that; torture, genocide, ethnical cleansing fail to do so. Other states have a responsibility to protect them when other states. The responsibility to protect versus the right to intervene. Responsibility; must act; duty to protect all citizens have the right to be protected as well as being protected from the state. Right; right to help by the state; could or couldn"t intervene.
