Initially race as not considered a permanent characteristic of human beings. People could be converted, they could become civilized. The reason to distinguish between races was to justify the fact that people of other races are not ready for self-government. The native populations were thought of to be child-like. Race was institunialized in south africa and united states, but not in brazil.
