Internally displaced person (idp): forced to flee their home but who remains within their country"s borders. Statelessness: lack of any nationality, or the absence of a recognised link between an individual and any state. Developing countries have hosted about 85% of the world"s refugees. Response to refugees is a collective action problem. Police powers to deal with unwelcomed refugees, constructed detention centre. According to her, refugees find themselves fundamentally right-less: right to have rights, what refugees were denied were the right to have rights.
