If anyone has the right to enforce it, everyone does: section 8, each of us has the right to appoint ourselves as policeman, judges, etc. Involves people living together, governed by reason without common superior: state of war, people make designs of force upon others without common authority, difference between war in society and nature depends on when they conclude. In nature, war does not end until aggressors offer peace and reparations for damages. In the presence of a common authority that fails to act justly, only possible state is one of war: arbitrating power in place to stop war is itself in violation of laws of justice and nature.
