The second case of how a city is founded ( foreigners starting it) has two ways depending on if foreigner free or owe allegiance to other. A new conquered place but king doesn"t want to live there. A city is made by free foreigners when a people are forced to abandon their land. City will be more or less marvellous depending on if founder was skilled or not. Men act out of necessity or free choice.
