Old form gave disresion to the states in terms of implemenation but also the presidency. Old form leniant compared to great society era. No more broad categories and letting president deal with implementation. Wants to write the laws, structure the policy outcomes. Allow public interest lawsuits, grants them executive power roundabout. Power of president to enforce allows them to dictate policy. Congress removing power of committee barons (super chairs) Power of comitee chairs to structure the committee process is constrained. If chairs wanted to stop hearings and shit, they could stop that. Committe members can act independantly with own staff. If allowed to have more power, setting a legislative agenda is easier. Speaker of the house power to punish outliers. If out of line with party, give stupid assignment.
