Bismarck was a defensive realist was cognitive of the potential danger caused by war. Never aligned with austria: aware that it would evolve multi-polar system to a bi-polar. Bismarck saw the need to restrain germany"s power in order to protect its sovereignty. There is no possibility to establish a global sovereign to end the war of all against all. Too many different ways to get out of this. One could be that one country becomes so powerful that it imposes everything. If a large power is unrestrained by other power, the nature tendency is for other powers to gain the power. One mass power is selfish, it continues to absorb more power. The other mean to get out of this is to establish a world government by consensus.
