Nature of the regime is the crucial variable that defines peace between these countries- more peaceful among each other. Charter that will maintain itself, prevent wars, and expand. Minimal treaty whereby the use of force isn"t the way to settle conflicts of interest. Not a world government- a process whereby you start with strategic restraint, minimal reciprocity, build trust among these republics. Last step in federation is this cosmopolitan law- all treated in an equal way: societal dynamics: dutsch- security communities, similar ideas. Density of contact between two countries- phone calls, letters, between citizens. More intimate relationship, more likely that they will become friends.
